    If the SDRs go into the Climate Fund, is it still possible for the UNFCCC to be in charge of this pot then? Or do you think the IMF will make “Climate-SAPs”?

    Hi Georg,
    Theoretically, a fund of climate SDRs could be under the authority of the UNFCCC; for this to work, however, a number of criteria would have to be fulfilled, f.ex. with respect to providing those SDRs for example “interest-free”. A new briefing paper by TWN and Action Aid Internationl (available at: http://www.actionaid.org/docs/sdr_reserve_final.pdf) essentially makes this point. In order to get there, you still will have to deal with the reluctance of donor countries putting up SDRs to accept the loss of control over these funds. This reluctance was the reason the CIFs at the World Bank were established; otherwise these countries could have supported exiting UNFCCC climate funds..
